During the COVID-19 pandemic, a working initiative began observing how disruptions in supply chains, industrial capacity and international communication were reshaping the conditions of cooperation. That work gradually developed into a broader institutional concept: a common room in which different industrial perspectives can be brought into dialogue without being reduced to political alignment or commercial promotion.

GCIC focuses on the long-term conditions that allow industrial cooperation to become more understandable, more balanced and more durable. Its areas of work include industrial dialogue, comparative research, knowledge exchange, cooperation memoranda and the documentation of practical cooperation between organizations.

The Council’s institutional thinking is informed by a practical tradition of international cooperation, including David Mitrany’s 1943 idea that durable cooperation can be built through concrete functional work rather than symbolic declarations alone. GCIC does not represent any government, political bloc or commercial corporation. It operates as an independent platform for structured dialogue and public record.

Its working vocabulary is organized around three ideas: The Common Room, creating a neutral space for different industrial perspectives; Industrial Grammar, making complex industrial capabilities easier to understand across markets; and Public Record, preserving cooperation, research and institutional memory in a form that can be referenced over time.

GCIC is intended to provide a steady framework for organizations seeking to understand industrial capabilities, market structures and long-term cooperation opportunities across borders. Its first public materials are available at https://gcicouncil.org/. Further research notes, dialogue materials and cooperation documents will be released progressively as the Council’s work develops.
